楊緒東醫師給希拉蕊的信(27)--- 民族主義總是贏過道德主義

菲律賓在週五(1999年5月21日)拒絕中國大陸就南中國海爭議島嶼歸屬的解決進行雙邊會談的要求,並指控北京使用武力去維護它對該區域的宣示。

在南沙群島激烈的口頭之爭上,馬尼拉把北京聲明說它擁有該區域歷史上與法理上的主權視為一種”霸權”。”中國對南中國海那個島嶼不曾有過主權或管轄權”,總統府發言人傑瑞.巴瑞肯(Jerry Barican)在一份聲明中提到,”中華人民共和國在1949年建立,當它在1974年霸佔那些地方與1988年開始闖入南沙群島,才引起人們的注意。”巴瑞肯說。

北京堅持幾乎所有南中國海的島嶼自從漢朝(西元前206年到西元220年)開始就屬於中國
……很多大陸人無法接受北約組織對他們貝爾格勒大使館的破壞或官方對於該意外事件的解釋。

1996年,當中國大陸發射測試用空包彈到台灣鄰近海域試圖影響它的選舉結果之後,美國船隻被派往台灣海峽,大陸人把與台灣的關係視為家務事,西方國家應該閃遠一點,一個香港公務員領導人聽到這個新聞不可思議地驚呼:”他們正指派海軍上將把戰艦送到台灣海峽?這將很難跟北京交代。”

在台灣這邊,我們在等北京的道歉,但徒勞無功。

世界衛生組織本週在北京的壓力下拒絕了台灣申請在世界體系中的觀察席,北京贏得”支持者”很大的贊助。很不幸地台灣被排除在促進全世界健康與預防疾病的國際組織外,世界衛生組織應該是人道組織大於政治組織。連續三年,中國大陸成功地在政治上挫敗了台灣在世界衛生組織的申請。

另一方面,北京政府因為政治因素不喜歡台灣人的健康,聯合國的正義只是幻覺。

台灣,自從1971年北京被授與台灣在聯合國的席次之後就被國際孤立,正積極奮鬥要突破在尋求國際組織會員時的流浪,包括世界衛生組織(WHO)與世界貿易組織(WTO),這兩個案子北京一直都是主要的絆腳石,儘管美國國會支持台灣重新加入該組織。
簡單的議題被共產中國政治化與扭曲是不切實際的,北京要運用它的影響力阻礙台灣國際空間並不難,北京要台灣投資它的生意,但不能共享醫療資訊與服務,以促進我們居住的世界變得更安全更健康。

大陸領導人江澤民在1995年說過”中國人不打中國人”及”一中原則之下”,台灣可跟其他國家發展非政府性質的經濟與文化關係。事實上,台灣是亞洲開發銀行、亞太經合會、國際奧委會的會員,為何世界衛生組織就不行?理由很清楚就是北京不喜歡美國處理”台灣問題”,任何細節的問題都必須由共產中國決定,只有北京能處理與決定。民族主義總是贏過道德主義。

The Philippines on Friday (May 21, 1999) rejected mainland China's call for bilateral talks to settle ownership disputes over islands in the South China Sea and accused Beijing of using force to a assert its claim over the area.

In a stepped-up verbal war over the Spratly islands, Manila branded Beijing's statement that it had historical and legal rights over the area as "hegemonistic". "China never had sovereignty nor jurisdiction over the islands in the South China Sea," presidential spokesman Jerry Barican said in a statement. "The PRC, which was established in 1949, only came into the picture when it forcibly occupied the parcels group in 1974 and intruded into the Spratlys beginning in 1988." Barican said.

Beijing insists nearly all South China Sea islands have belonged to China since the Han Dynasty (206B.C. to 220A.D.) ..... Many people on the mainland simply could not accept NATO's devastation of their Belgrade Embassy or the official explanation of the accident.

In 1996, when American ships were dispatched to the Taiwan Strait after mainland China fired blank test missiles near Taiwan's waters to try to influence the result of its elections. Chinese mainlanders regard relations with Taiwan as a kind of family affair that the West should stay well clear of exclaimed an incredulous Hong Kong civil leader upon hearing this news: "They're nominating the admiral that sent the carriers to Taiwan Strait ? That'll be hard to explain to Beijing."

In Taiwan-side, we waited Beijing's apologize, but in vain.

The World Health Organization this week rejected Taiwan's bid to gain an observe seat in the world body under pressure from Beijing. Beijing win the big deal of "supporters". It is unfortunate that Taiwan is barred from the international organization which aims to promote health and prevent disease throughout the world. The WHO is more of a humanitarian organization than a political body. For three consecutive years, mainland China has successfully thwarted Taiwan 's WHO bid on political grounds.

On the other hand, Beijing government don't like Taiwan people's health because of political issues. The justice of United Nations is only hallucination.

Taiwan, which has been isolated internationally since 1971 when Beijing was awarded Taiwan's seat in the United Nations, is fighting vigorously to break out of its exile by seeking membership in international organizations, including the WHO and WTO. In both cases, Beijing has been a major stumbling block, despite the U.S. Congress is in favor of Taiwan's rejoining the organization.

It is unrealistic that the simple issue has been politicized and distorted by communist China. It is not difficult for Beijing to use its influence to block Taiwan's international space. Beijing want Taiwan to investment in their business, but can't share medical information and services to make the world a safer and healthier place in which to live.

Mainland leader Jiang Zemin said in 1995 that "Chinese don't fight Chinese" and "under the principle of one China", Taiwan can develop non-governmental economic and cultural ties with other countries. In fact, Taiwan is a member of the Asian Development Bank, the Asia Pacific Economic Cooperation Forum, and the international Olympic committee, why not the WHO ? The reason is very clear Beijing don't like United States to handle the "Taiwan issue". Any kind of detailed problems must be decided by communist China. Only Beijing does it, and always makes it. Nationalism always won moralism.
