美參議員敦促國務院「審慎檢視」前總統陳水扁保外就醫之報告

U.S. SENATOR URGES STATE DEPARTMENT
TO "GIVE CAREFUL CONSIDERATION"
TO REPORT TO TOM LANTOS HUMAN RIGHTS COMMISSION
CALLING FOR MEDICAL PAROLE FOR CHEN SHUI-BIAN

In a letter dated July 13, Senator Sherrod Brown (D-OH) called upon U.S. Assistant Secretary of State for East Asian and Pacific Affairs Kurt Campbell to "give careful consideration" to a report calling for medical parole for former President Chen Shui-bian of Taiwan.

The report titled "The Effects of Incarceration On the Mental and Physical Health of Former President Chen Shui-bian of Taiwan" was presented to Reps. Frank Wolf (R-VA) and James McGovern (D-MA), co-chairs of the Tom Lantos Human Rights Commission, on July 12 by Reps. Robert Andrews (D-NJ) and Dan Lungren (R-CA), and was also inserted in the Congressional Record.

The report was drafted by an American medical team of private citizens consisting of Joseph Lin, Ph.D., Ken Yoneda, M.D., and Charles Whitcomb, M.D., which traveled to Taiwan to visit President Chen in jail on June 11.

In their report, the doctors express the hope that "by presenting this report to the Tom Lantos Human Rights Commission a hearing will be convened, and at the same time the Commission will strongly urge President Ma Ying-jeou of Taiwan to grant medical parole to his predecessor on humanitarian grounds."

Senator Brown adds: "As advocates for human rights, freedom, democracy and the rule of law around the world, it is critical that we continue to support Taiwan as it builds a society based on the ideals of freedom we hold so dear."

FAPA President Mark Kao, Ph.D. states: "The growing chorus of congressional concern about the deterioration in president Chen's physical and mental health can no longer be ignored."

Dr. Kao concludes: "Senator Brown has met president Chen in Taiwan on multiple occasions. He is one of the strongest and longest Taiwan supporters in the U.S. Congress. It is heartwarming to see a U.S. Senator reach out to a friend in dire need all the way from the other side of the globe."

呼籲批准前總統陳水扁保外就醫之報告



俄亥俄州民主黨參議員布朗(Sherrod Brown)於七月十三日致函國務院東亞暨太平洋事務助理國務卿坎貝爾(Kurt Campbell),籲其「審慎檢視」一份呼籲批准前總統陳水扁保外就醫之報告。


該標題為「長期囚禁對台灣前總統陳水扁身心狀況的影響」的報告,於七月十二日由紐澤西州民主黨眾議員安德魯斯(Robert Andrews)與加州共和黨眾議員朗格倫(Dan Lungren)聯手提交給「湯姆•蘭托斯人權委員會」共同主席─維州共和黨眾議員沃爾夫(Frank Wolf)及麻州民主黨眾議員麥高文(James McGovern)。該報告亦被納入國會紀錄中。


該報告係由林文約博士、米田謙(Ken Yoneda,音譯)醫師及查爾斯•威康(Charles Whitcomb)醫師等三人所組成的美籍民間私人醫療團,於六月十一日赴台並於台北監獄中面會陳總統後所草擬。


醫療團在報告中指出他們希望藉由提交此報告,「湯姆•蘭托斯人權委員會」可以舉行聽證會,並以委員會名義強烈呼籲台灣總統馬英九,應基於人道主義精神批准其前任執政者保外就醫。」


布朗參議員補充道:「身為世界人權、自由、民主及法治的鼓吹者,我們對台灣建立一個理想的自由社會的持續支持是至關重要的。」
